Our Plan

Westminster is a remarkable place to live.

Our streets, parks and public spaces are among the finest in the world. I want to keep it that way, and I believe most of you do too.

When I talk to people across our city, the same concerns come up again and again. People tell me they do not feel as safe as they used to. They think twice before using their phone on the street. They worry about their children and grandchildren. They see dockless bikes dumped on every pavement, graffiti left unchecked and streets that are not as clean as they should be. And they feel the Council is not listening.

At the same time, residents are paying more and getting less. Council Tax is set to rise sharply over the next four years as the Labour Government short-changes Westminster in their new local government funding settlement. Nearly 4,000 homes in Westminster are threatened by a new Family Home Tax. And closer to home, £27 million was wasted after a housing contract with a builder, who should never have been approved, collapsed.

Westminster deserves better. And Westminster Conservatives have an alternative.

Our plan is built on a simple promise: Safe Streets, a Clean City and Real Action. We have shaped it by listening to thousands of residents through our Listening to Westminster campaign, on the doorstep and in independent research. Your priorities are our priorities.

If elected, I will appoint a dedicated Cabinet Member for Enforcement from day one. We will use every power the Council has to make our streets safe, cleane and better managed. We will keep Council Tax as low as possible, make every pound count and fight for fair funding. We will stand up for Oxford Street, for accessible transport and for the right of local people to shape decisions about their own area.

We will consult residents properly. Not the endless process that ignores local concerns, but genuine engagement where the views of people in Westminster are heard and acted upon.

On Thursday 7 May, the people of Westminster face a clear choice. You can reward Keir Starmer, Sadiq Khan and the Labour Council with another four years, or you can vote for change. This plan sets out what that change looks like.

We have candidates in every ward who live and work in Westminster, know your streets and are ready to serve from day one. Only the Conservatives can beat Labour in Westminster.  We have the team and the plan to deliver change.

We are asking for your trust and your vote.

Yours sincerely,

Cllr Paul Swaddle OBE
Leader of Westminster Conservatives

  • Our Plan for Safe Streets

    Our Plan for Safe Streets

Feeling safe on your own street is the foundation of a well-run city. It is the top concern people across Westminster raise the most often and most urgently.
  • Our Plan for a Clean City

Our Plan for a Clean City

Clean streets are everyday proof a council delivers. The City Survey shows 58% of residents are now concerned about at least one environmental issue in their area, up five percentage points in a single year. Rubbish and fly-tipping remain persistent problems.
  • Delivering Value for Money

    Delivering Value for Money

Under the Conservatives, Westminster had the lowest Council Tax in the UK. That was not an accident. It was an active choice to protect residents from unnecessary costs.
  • Transport That Works for All

    Transport That Works for All

Westminster's streets serve 200,000 residents and over 800,000 daily visitors. Transport policy must work for all of them.Oxford Street: Standing Up for Local PeopleOxford Street is not just a global shopping destination. For many people in Westminster, it is their everyday local high street.
  • Caring for the Vulnerable

    Caring for the Vulnerable

Conservative compassion means practical action that changes lives.
  • Housing that works for residents

    Housing That Works for Residents

Housing is residents' fastest-growing concern. The Council’s own City Survey shows 53% now want the Council to prioritise housing availability, quality and affordability, a jump of 17 percentage points in a single year.
  • Planning for growth and jobs

    Planning for Growth and Jobs

Westminster's Central Activities Zone is one of the most important economic centres in the world.
  • Licensing: balance and fairness

    Licensing: Balance and Fairness

Westminster is the largest licensing authority in the country. We will protect residents' quality of life while supporting a vibrant, responsible business environment. We will ensure the Licensing Policy Review provides clarity for operators and robust protection for residents.
  • A greener Westminster

    A Greener Westminster

We created the UK's largest on-street EV charging network, introduced the first fully electric refuse fleet and invested over £1 million in CCTV for cleaner, safer streets.
  • A Council that listens

    A Council That Listens

Overall satisfaction with the Council has fallen for three years in a row.
