Westminster is the largest licensing authority in the country. We will protect residents' quality of life while supporting a vibrant, responsible business environment.
We will ensure the Licensing Policy Review provides clarity for operators and robust protection for residents. We will retain cumulative impact policies, strengthen enforcement against problem premises and improve transparency. Responsible operators will be supported; those who cause persistent disturbance will face swift action.
We support a well-managed, diverse night-time economy while minimising harm. We do not believe the Council's current Westminster After Dark policy adequately addresses these challenges.
We recognise that local public houses play a vital role in Westminster's communities and will support pubs that are well managed, responsibly operated and embedded in their local areas.
We will adopt a common-sense approach to pavement licences, balancing the needs of businesses with pedestrians, disabled users, residents and emergency access.
And we will resist any attempt by the Mayor of London to seize licensing powers from Westminster.
