'Monak' Licence Revoked - Victory for local people

Monak formerly known as Rawsha licence revoked

The premises licence for the site at 63 Abbey Road which had been operating as ‘Monak’ has been revoked.

Following years of unsustainable anti-social behaviour which culminated in two incidents of serious crime focused on the venue, local people had enough and with the support of your Abbey Road councillors petitioned the Police to call a review of the licence.

The decision made at a review hearing which took place on Thursday, 28 September 2023 and which was attended by Cllrs Alan Mendoza and Caroline Sargent, should send a clear message that we will not tolerate this crime and anti-social behaviour on our streets nor premise licence holders who fail to operate the premises safely and responsibly to promote the licencing objectives. While the premise licence holder technically has a right of appeal, they failed to engage throughout this process and didn’t even bother showing up at the hearing.

There are important points to be made too about why it is so important to report crime and anti-social behaviour and how communities and councillors can work together to stand up against this type of activity. Because of the serious nature of the crime and disorder in this case, local people have been able to make use of anonymity provisions to ensure their representations are heard while maintaining their safety.

It is also encouraging to see the freeholder Max Barney recognise how untenable the operation of the premises was for this part of Westminster. This is positive for the future of the site, but we will need to watch closely when any new licence application is submitted.

Councillors Alan Mendoza, Amanda Langford and Caroline Sargent agreed

"We would like to thank all the residents of the area for their support, whether this was speaking to us on the doorstep, distributing or completing the petition or ultimately making a representation in support of the Police-led review.

We hope this will encourage other residents and communities to speak up with the confidence that we will listen.

It's time for Safe Streets in Westminster

Wednesday, 1 April, 2026
Under Labour, crime has got worse. Phone theft, antisocial behaviour, public disorder and drug dealing have all increased. People think twice before using their phone on the street. Shopkeepers have accepted shoplifting as a daily reality. Families avoid their local parks. And schools have lost community police officers. All under Sadiq Khan’s watch as Westminster Labour have overseen managed decline.
