Keir Starmer's Labour government is introducing a new surcharge on homes worth £2 million or more, adding up to £7,500 a year on top of existing council tax bills from April 2028. In Westminster, where property values are among the highest in the country, that means thousands of ordinary households, families, pensioners and long-term residents who have worked hard to put down roots in this city are directly in the firing line.
