Clean streets are everyday proof a council delivers. The City Survey shows 58% of residents are now concerned about at least one environmental issue in their area, up five percentage points in a single year. Rubbish and fly-tipping remain persistent problems. Under our previous administration, Westminster led the way, including introducing a fully electric refuse fleet. We will restore that standard and build on it.
Zero tolerance on graffiti
We will remove all graffiti as quickly as possible, working with building owners, TfL, Network Rail and the Canal and River Trust. Priorities will be estates, main roads, railway lines and canal towpaths, listed buildings, bridges and heritage areas.
Street Cleaning and Waste Collection
We will safeguard high-frequency street cleaning, reliable waste and recycling collections, including early-morning and evening services tailored to Westminster's unique mix of residents, visitors and businesses. Bins will be the right size and design for each area, especially in high-footfall locations, and will be emptied promptly.
Recycling
We will strengthen and expand the food waste collection service, improve recycling infrastructure in flats, mansion blocks and estates, and make it easier for households to separate materials correctly.
More On-Street Enforcement
We will increase City Inspector deployment during peak problem hours, focusing on the hotspots to tackle littering, fly-tipping, unlicensed street trading and waste mismanagement.
Smart Use of CCTV
We will deploy CCTV to tackle fly-tipping and waste offences, using mobile cameras in known problem locations with offenders named publicly.
Flooding Prevention
We will hold Thames Water and the Environment Agency to account and ensure buildings, particularly homes in flood-prone areas such as Maida Vale, Pimlico and parts of Victoria are properly protected. We will expand the use of sustainable drainage systems in highways improvements and new building developments.
