The C51 Cycleway proposes to connect St John’s Wood to Marylebone via a new cycle lane along roads including Northwick Terrace, Hamilton Terrace, St John’s Wood Road, Broadley Terrace, Harewood Avenue, Marylebone Road, Enford Street, Wyndham Place, York Street, Crawford Street & Bryanston Square.
We support cycle lanes in principle, but we are concerned about their impact on residents, local businesses and school pupils and the resulting removal of residents’ and visitors parking bays, narrowing of the highway, restricting vehicle movement on certain roads and double yellow lines.
What is proposed?
Westminster Council is planning a new cycleway C51, designing out new junctions Marylebone Road / Harewood Avenue / Enford Street and St. John’s Wood Road / Hamilton Terrace / Northwick Terrace, introducing new pedestrian crossings, new protected cycle lanes and removing parking bays.
C51 will also link to Lisson Grove and the Regent’s Canal and the existing C27 cycle route (East Acton to Walthamstow) but it must be implemented in a way which allows our residents, businesses, and school pupils to continue to enjoy their neighbourhood without adding another layer of restrictions.
Of course, we welcome appropriate improvements to benefit pedestrians and cyclists.
However, our concerns on its impact in North Marylebone include:
- Introducing a two-way segregated cycle lane along Harewood Avenue requiring the removal of 82m of residential car parking (equivalent to removing 19 bays) and two car club parking spaces on the east side between Broadley Terrace & Hayes Place.
- In addition, removal of two car parking spaces near Waterdale Manor House. Resident parking occupancy rate across the zone can reach up to 97%.
- making Harewood Avenue one-way southbound between Melcombe Place / Harewood Row & Marylebone Road
- removing all parking bays (seven pay & parking) on the west side of Harewood Avenue outside 1 Harewood Avenue between Marylebone Road & Harwood Row
- removing the left turn into Harewood Avenue from Marylebone Road
- re-routing buses from Harewood Avenue to Harewood Row and Hayes Place. We are concerned about the potential affect this will have on the school pupils’ safety at St Edward’s Primary School
- Restrict vehicle servicing to Marylebone Station on Harewood Avenue between Hayes Place & Melcombe Place. Currently loading and unloading is on the east side of Harewood Avenue, now proposed to take place on west side resulting in loading having to be taken across the carriageway so by risking the safety of deliverers and vehicle users
- Making Broadley Terrace one-way northbound with cyclist contraflow provision restricting access for residents living in Portman Gate and Abingdon House School
