Westminster Conservatives prioritises enforcement, Sadiq Khan lets fare evasion spiral

New report finds fare dodging on TfL has doubled under Sadiq Khan since 2020 as prosecutions halved and the Mayor withheld the data 

Since Conservatives took over Westminster on 7 May 2026, this council has reset enforcement. Fixed Penalty Notices are up 132% and income recovered from fines is up 168% compared to the six months under Labour decline. We have also appointed the first dedicated Cabinet Member for Enforcement in the council's history. 

However, a new report from London Assembly Conservatives has found that Mayor Sadiq Khan has let fare evasion on Transport for London services double since 2020, while successful prosecutions of fare dodgers have halved over the same period. The report, produced by Neil Garratt AM, also found that Mayor Sadiq Khan has kept the underlying data out of public view. 

Westminster Conservatives said the findings reflect a wider pattern of Labour failing to enforce the rules that keep the city fair and safe for residents and businesses. 

Cllr Paul Swaddle explains,

"When Westminster Conservatives took office in May 2026, we were clear: enforcement and safe streets are a top priority. Since, enforcement activity on dockless bikes is up 132% with fine income up 168% and bikes being seized off the streets. However, Sadiq Khan has let fare evasion spiral and then buried the figures rather than face up to it. That is what managed decline looks like. Only Conservatives take enforcement action seriously. Instead of turning a blind eye."
