Moulin Rouge Café lose appeal, 63 Park Road

Your councillors have succeeded in protecting the amenity of residents living in a mansion block on Park Road from the unauthorised mix use by Moulin Rouge café including shisha smoking.

This café changed its use without permission from an authorised A1 retail outlet to a mixed use sui generis comprising of retail, café/restaurant and shisha smoking. 

This resulted in noise and pollution from the shisha on the forecourt especially at night which affected the quality of life for people living above. Despite a planning Enforcement Notice being put in place the owner continued this activity and appealed.
