C51 and the value of public consultations

We will continue to press the Labour Cabinet Member for Highways for due consideration to local people, schools and businesses regarding the consultation process.

It is concerning that only 20% of respondents to the consultation on Oxford Street came from residents, a stark contrast to the recent Baker Street Quarter consultation. At their AGM, they announced 60% of responses were from residents.

As Conservative Councillors, we believe in representing the views of Westminster residents. A majority of local people who responded to TfL’s Park Lane consultation believe that the cycle lane will NOT improve cycling and walking in Westminster, in fact quite the reverse, with only 27% and 41% respectively thinking it would lead to more people walking or cycling. Despite these views from local people most affected, Labour-run Westminster Council stated their support for the cycle lane to be maintained on a permanent basis.

We also continue to highlight widespread objections regarding C51 and cyclists cutting across the piazza on Wyndham Place by the church. This is a much-valued public space enjoyed by locals. At a recent meeting with the St Marylebone Society, Marylebone Association, the Council and TfL we discussed ways to stop this space being used by cyclists. One easy solution is to install better positioned no cycling signs on both the north and south sides of the piazza. A longer term solution is to raise the curb to discourage cyclists but changes must allow for fire access needs.

At a separate meeting, the St Mary CofE Primary School Headteacher invited a Marylebone Ward Councillor to speak with parents of children about the two way cycle path going along Enford Street. Many parents were opposed to the cycleway on their School Street. Having been the first school to pilot a School Street and having gone to the trouble to provide this safe space for children during the 30 minute school run period in the morning and afternoon parents were keen that they retain the current arrangement on the street. The Headteacher is currently sharing his concerns with the Council and TfL about potential conflict in use of the space when the School Street is in operation.

Westminster City Council’s closing date for C51 consultation is at midnight on Sunday 15 October. We urge local people to make their views known
